A Formal Assessment of Institutional Non-Compliance with Lebanese Law 431/1995

This document presents a formal legal analysis of systematic misclassification affecting Professor Tom Hornig at the Lebanese National Higher Conservatory of Music. The analysis demonstrates that the institution has employed contradictory legal classifications to deny all protections and benefits simultaneously—a pattern that cannot be attributed to administrative error but rather indicates institutional strategy. The core mechanism: Professor Hornig is simultaneously classified as "not Lebanese" (to deny Lebanese employee benefits) and "not foreign" (to deny foreign national protections). This creates a legal void where no protections apply, despite 32 years of service under identical contracts to Lebanese nationals.
